Do you mean a glitter glue? If that's what you mean then , eyeshadow base is for eyeshadow, like a base for your eyeshadow. Then glitter glue is for glitters and pigments and can also be used for shimmer eyeshadow. If This isn't clear, please rephrase your question for better understanding

How do you avoid fallout? Loved this look!
I pick of pigment, dust off excess, then place. I repeat until I am satisfied with what I have.
