NYC in the 90s was an amalgam of musical styles. As you noted the Nu-Metal phase was in full swing. They weren't trying to be part of that genre...he wasn't trying to rap. That's just how a lot of NY HardCore singing came out when put on that kind of beat :)

Man, those were the good times....Biohazard was the most Bro Band of all times. Watched them 4 times during the 90`s and at every single gig they pulled up 30 - 40 people onto the Stage with them to mosh the fuck out. I remember one time, i was on stage for the whole duration of the Gig..LOL.. Not to mention Stage diving all fucking night long. Every gig was like the scene on that bridge you guys commented on, with the guy diving into the crowd... GLORIOUS TIMES....Pure fucking energy !!!!
They also sampled Reservoir Dogs on their song Trust,the part where Harvey Keitel is yelling at Steve Buscemi about telling Tim Roth's character his real name.

They did songs with Onyx, Cypress Hill, etc. Fun fact: They didn’t get permission to film on the Brooklyn bridge. They just got a bunch wild dudes out there and started filming.
Between 91-94 some of the best albums hit including this one from Biohazard...albums like Metallica Black Album, Slayer - Seasons in the Abyss, Sepultura - Chaos AD, Pantera - Vulgar Display of Power and then Far Beyond Driven, Biohazard - Urban Discipline, Crowbar - Obedience through Suffering, Bolt Thrower - the IV Crusade, Sick of It All - Just Look Around, Life of Agony - River Runs Red...the list goes on...not to mention the start of all the younger generation to come bands getting into the mix too at that time... Hatebreed, Earth Crisis, Vision of Disorder, Strife, 25 Ta Life, Snapcase, Candiria Neglect, Another Victim. Early 90s was the best though!

After missing Biohazard in Tokyo, and in Brooklyn, it was that tour I seen Biohazard with ICP in Wichita, Kansas. Beleive it or not, I thought that ICP which headlined, would have the mass appeal, but it was Biohazard. The crowd was desolate after Bio-hazard finished. I met Billy & Evan showing off my Bio-Tat I got back in Hong Kong years prior. My favorite track by Biohazard has to either be '5 blocks to the subway' or 'Cleansing'

They aren't trying to rap. Hardcore punk is associated with hip hop because it all comes from urban ares like Brooklyn, New York city, north Philadelphia and has more of a groove to it that regular punk rock or metal. But by no means is hardcore punk vocals supposed to sound like rap. It's kind of like I heard you say. That the music has a bit of a groove to it more so than metal. Because most of these bands grew up on rap, punk, classic rock, metal and different types of influences. But they are not trying to be limp Bizkit. Hardcore punk is a mix of metal, groove, punk cords and more groove oriented sound. But by no means are any hardcore bands rapping or attempting too. Listen to Freddy Madball Catholic guilt. Freddy Madball is the singer of Madball. One of the original new York hardcore bands. Listen to the song Catholic guilt by Freddy Madball. Then listen to Madball heaven hell. You will see he can rap. And is influced by rap music. But when he preforms with madball he does not rap.
Bands like this are influenced by black Sabbath, madball, and N.W.A. so their music reflects their influence. But is not meant to inmate them. Check out biohazard how it is. They have rappers guest appear on their music. But they don't rap
I liked Biohazard in concert but their records never held my attention long. Evan Seinfeld (front man, vocals) went on to act on the HBO series "Oz" as a member of the Aryans. They had to cover up his Jewish star tattoo.
