I have a mill, everything working great, but i set up a new 4th axis and that axis is acting funny. when I hit the forward button it will go in that direction, but when I lift up which it stops, I hit the same button for the same direction it goes in reverse. What would this mean?

you're wrong setting pins on the motor in motor section OUT, changes to the numbering outputs. Not all cards have identical outputs!
