WJYS Channel 62 - Home Shopping Club (1993)

Here's some footage from WJYS Channel 62 and their Home Shopping Club. Would this also be considered a sign-on? Their doesn't seem to be any edits in the video but that's how it looks - with static, and then that Video Magic credit before it smoothly transitions into a promo. Any idea?
If anyone is clamoring for more of this footage I could post a few more parts.
Based on what the lady says in the promo near the beginning, this likely aired on local Chicago TV in February of 1993.

Awfully reminds me of the really bad uhf stations I knew too well. I see that video company used a Videonics brand Video Titlemaker character generator. I know those fonts/effects anywhere.
