are you able to have a restricted rifle in a car even if your not heading straight to the range? or is it just for handguns.

No, only non restricted. Restricted you need an ATT and going directly to range.

How and where do you go to change the classification from non restricted to restricted

You need to get a verifier to verify the weapon then send verification to rcmp for registration.

Contact RCMP for list of verifiers. The Raven is non restricted.
