If you are retired they can’t touch your social security or va benefits. It’s unsecured debt. You can get a cease and disest letter so they can’t call you and you can negotiate the debt due after a few months. They will take offers preferable to turning it over to collections. If you are elderly why do you need credit anyway? Unless you want a HELOC letter down the road, then credit could play a part.
Just make sure to pay off your cards after the rate is lowered and don’t add any debt to the card after. Just pay it off.
Oh and NEVER get a PayPal credit card. The absolute worst.
