Ask The Texas State Board of Plumbing Examiners the main office is in Austin you can go in person they have an online website or ask a top Plumbing Company like Kilgore or TDIndustries
3/4" us pipe is 26.6 mm OD which makes no sense because 1" = 25.4 mm.....the next thing is if the gray pipe is PVC-U from a quality manufacturer it should be 1.9mm wall thickness, it doesn't look like it
yes that pipe that I got was not very good! latter on after running out of pipe when to get more but to a different supplier and the pipe was much thicker and much better to cut

That's 3/4" ID not OD we measure our pipe by inside diameter
