The most conservatives arrondissements remain untouched by the city's general efforts, and successfully block new projects, or take their sweet time applying the changes. The Paris Police is a classic opponent who essentially says no to the most ambitious designs because they favour car drivers and target cyclists on a daily basis for fines.

Most are unaware that these "people" are intentionally keeping the car catastrophe in place, and use this situation as a weapon against us. If solving the chaos was profitable to them, then it would have already been solved by now. They don't want change, they want the continuation of this criminal state.
