For cold outreach instead of randomly emailing people I like going in person to local businesses. I like to try their product, compliment them on it, and make conversation with the business owner. Then I pitch to them what I do to gauge interest and set a date for the shoot. For photography, I've had the best results doing this over cold email.
One other thing you could do is go to local start-ups and get their business cards. Make sure their email is on it and contact them that way. Be a human and let them know how much you like their business and let them know what you offer, keeping it brief and offering to work for free at first.
