Turns out even though I had the fast charger and OEM cable, I had it plugged into a small power strip which was apparently not completely supplying the maximum power needed to “kickstart” the charge (the apple fast charger is rated for 20W and this Anker power strip I use allows for 12W). I plugged my watch + charger directly into the wall outlet and it’s charging now. Thank you for the clear explanation and reassurance that helped me with solving the problem. This is the first time I’ve ever really let the battery drain on my watch so I was panicking!! Thank you!

I bought a used apple watch and it had a similar icon, without the long cable but with a red charging icon. I plugged it into the macbook charger and it came back to life, thanks for helping me with this very useful information.
