Make sure you get a welding hood with 4 sensors on it. I had the same issue with low amp tig welding. I have a Miller 3350, have had on for 10 year. I can weld down to 10 amps without it flashing. Also with the hood you have, make sure the sensitivity is turned to the max. But that ussue is generally, because of the hood probably has 2 sensors or it just isn't made for low amps.

Yea it was a 2 sensor. I got a 4 sensor now and it’s amazing.
