Yes you can use foot brake to stop the car at signals it’s not necessary to put gear in parking or Neutral. However it’s a good practice to put your car in parking as it will prevent your car from moving. If your car is in D mode and you are pressing the brake on signals you will have no problem unless your focus shifts and suddenly your foot will slightly move from brake and car will move forward and will collide with the car in front of it therefore it’s good idea to use parking mode.
