Pepper Spray as an actual spray yes, but i wonder how Pepper Spice would be, a concentrated liquid that can reach the person and get into the eyes and mouth. Nothing bad in it but it just gives the burning effects. Pepper Spray can affect other officers in the area.

As a police officer in the US, we do not use non lethal tools to combat someone with a knife or firearm in most cases. This is always going to be met with lethal force. OC spray or a taser is used mainly when a subject is unarmed and cannot commit immediate life threatening damage to officers. Multiple factors need to be met to allow for a lethal use of force: Ability (weapon), Opportunity (proximity to being harmed), and Jeopardy (i.e. if not dealt with immediately, bystanders can be harmed). This is a very simplistic summary, but is a general understanding of uses of force in the US.

In the first video, the main reason the officer didn't use non-lethal weapons is because she was the only officer there, and he was threatening not only her but also other patrons in the parking lot. For their and her safety, she kept her gun out and didn't switch to the taser, I would believe.

Most of these "protestors" in the United States seem to be outside agitators. If you look at people who get arrested at protests, a lot of the time they're from somewhere else and have travelled there to protest. People certainly have the right to protest, and there are many worthy causes to protest for, but when the protesting isn't peaceful, it's often outside agitators.

Pepper spray is scary as shit to use in a arms length scuffle (regardless of a melee weapon like a knife involved).. while this is seemingly just drunk and a lil crazy? Most US cops gotta deal with crazed people that are also on meth and even crazier designer drugs (like bath salts and similar shit at times). Pepper spray doesn't phase those types of people like you'd expect. And spraying pepper at them while super close is a recipe to get yourself some spray back in the eyes and throat. Then you're semi blinded and gasping for air while still having to deal with a suspect with extra strength and less pain receptors than normal
