Try to go to Settings > [Your Name] > iCloud, then turn off Notes if it's already on, then wait for a while and turn it back on. Go to your Notes app to see if your notes appear.
@@Appgeeker hi, but I don’t have an icloud. Do I need to set up? And one more the Apple ID that I use now i think it’s not working anymore, so if I stop using it and make a new one to connect with iCloud, does it effect any of my other apps? It’s not too late, right? I just want my notes back.:((

Turn off Notes in iCloud (if it's already on) and then turn it back on through Settings > [your name] > iCloud > Notes. Wait for some time to let the notes download to your iPhone.

1. Maybe you need to scan your phone again. If your recently deleted notes are still not shown, it's mostly likely that those notes have been overwritten and replaced by any newly data generated while you're using your phone.
