Crocodile is not *the* villain of the entire series, but he stands out for being an intelligent one. There are other smart villains later but the emphasis tends to be on strength more often.

The chains in the filler were iron which is significantly weaker than tempered steel. Zoro cuts cannon balls all the time which are also iron.
