Durch den zunehmenden Gebietsverlust wird General Kazim radikaler. Mittlerweile besteht seine Taktik darin, die Internationalen NGO's zu behindern oder sogar zu überfallen und zu verschleppen.
Die meisten NGO's haben daraufhin ihre Programme zur Versorgung der Bevölkerung eingestellt, wodurch die humanitäre Lage nur noch verschärft wird. Einzig die IDAP weigert sich aus dem Land abzuziehen.
