You are using the wrong size hooktyer. The one you are using is for small Hooks, that are approx a quarter of the size of the Hook that you are using. There is a larger size Hooktyer for bigger Hooks.

Because this tool is made for matchman fishing and your hooks too big for this type fishing.Small size hook tyer suitable for 24-18 and your fish tyer(big type) is for 16-2 size hooks.
The reason you are having problems, are two fold. Firstly you are putting the hook in too far, so the jaws can only grip on a small section of the shank. Secondly i think you have a Chinese copy of the original Stonfo tool. I may be wrong , but the original has the word 'STONFO' stamped on the body at the bottom of the grip.
Stonfo market 2 hooktyers in their range one for smaller hooks and another for bigger hooks with heavier gauge shanks. Much better than the Chinese copies but a lot more expensive. They work exceptionally well and prove the old adage that with quality you get what you pay for😉
2 little pieces of Masking tape solve the hook movement issue , But they are fine for larger hooks try tying a size 20 have fun .
I have used size 16 to size 20 hooks without any problems.

It might be the case, but I never had such an issue with the one made from aluminium alloy...Thx for clarifying! 👍
