I think , at 4 milli Amps positioner zero adjustment will be at 3psi (0.2 kg/squire cm) or 6 (0.42 kg /squire cm) psi output .Depending on the valve actuator instead of zero pressure out output. For any control valve at 3 psi steam will never move . It means , it retain it's zero position. So, 3 or 6 psi will be zero position for any pneumatic control valve(depending upon actuator design). If I wrong , please correct me.
