That was a completely legal move, 13 to 7 and 10 to 7. They often move the checkers on weird detours, aggregating moves, but where the checkers end up is what counts, and the players don't need to "spell out" each individual move.
Those dice are sometimes very hard to read on the video. They should use different ones so it is always clear from this angle.
