I would try to train with a vibrating collar like I use. Treat train him. Buzz the collar, give a treat. do that a lot. Then he will associate buzzing with good and get his attention.
@@armyrunt01 I love the collar, it just vibrates. No need to yell. Just a quick buzz and he comes running or at least looks my way. He listens better with that collar than our other dog who can hear.

How did you train him to associate the collar with "come"?
mykenziebug1 when I first got the collar and him, I buzzed him then gave him a treat. Repeated, then gave a treat when he came
