Bill Burr's entire brand is "offensive humor", even shit like hitting women, but it's funny, and he makes it clear he's not sexist or just being offensive for its own sake, he contrasts it by making fun of himself just as much, he makes one group the butt of the joke, then does the opposite, it's not mean, and it's funnier than that guy could dream of being.
There's a huge spectrum of offensive humor, not all of it is created equal, if you're just being an asshole so you can get publicity out of being cancelled... yeah, you're not good at your job.
I think a good way to put it into perspective would be to acknowledge the reaction when a white comedian concerned with cancel culture focuses on racial slurs (to make racist laugh at the expense of minorities) Most times it uses the comedians "community" for violence even if it’s just verbal etc. Not saying Bill uses slurs left and right but I know a handful of white comedians in the offensive humor realm that do when it comes to cancel culture. It becomes a weaponized use of speech that only warrant laughing if you haven’t had to overcome social inequalities(then it when it’s broadcasted in a southern bar/majority white audience it hits so the collateral damage to minorities becomes another talking point later on. Just bad comedy in my opinion to think there’s a way to turn the extreme (hate speech) into something all can enjoy
