Did you call a raptor rehabilitation centre? It's not usual for owls to be unable to fly away; it could have been hurt or starving. It's great that you got to pet it, though.
Pretty smart to go behind the barbed wire in attempt to protect itself. Seemed to be okay with you petting it after a while... at first I thought it was gonna peck your eyes out, haha. Too bad about its wing :(
I see. With a broken wing, it's likely that it will starve soon or become food for a ground-based predator. It's just that I've seen other vids here of people in remote locations putting a towel or coat around an injured owl, covering its eyes (but not its nose and mouth) so it calms down, and then bringing it back to civilization so it can be treated until it's better.
