      The proper place to have the guitar IS up high. It allows the arms to have a fuller reach to play more octaves. An additional benefit is that it helps in the health department. When held lower, the arms, fingers, and the back can become much more stressed. It is easier to learn guitar when your arms and fingers can reach all playing areas comfortably. As guitarist get more comfortable with playing all parts, they often do lower the guitar down a bit. Lowering the guitar to the waist area also increases the chance the back of the guitar will get scuffed up.
      Probably the reason you asked the question is due to seeing so many guitar players have their guitar strapped way lower. It seems this tradition started in the 60s and 70s. The electric guitar was starting to become very popular. Rock was in its infancy. Both Elvis Presley and the British invasion headed by the Beatles had loads of girls screaming for their favorite performers. Young boys witnessing this phenomenon caused a lot to see the guitar as a way to meet girls. It was all the proof they needed to start playing guitar. Most were self-taught, and a trend developed that many guitar players lowered the position of the guitar. People follow the style of what they have seen, so newcomers also did the same thing. When Punk came along, a trend to buck the system caused many of these players to lower the strap to the point they could barely reach the strings. Since the chords played were the simplest ones, and the volume of sound was the most important, they got away with it. The educated guitar players laughed as they saw these trends develop. These bad habits have become so common that now, many younger folks think it is how the guitar is supposed to be held.
      Look at the early photos of Elvis Presley holding his guitar up high (search for "Elvis posters"). Also, look at the Beatles early performance videos on songs such as "All My Loving" to see how common it is to hold the guitar up higher than most younger bands do. The Beatles Wikipedia page also has photos of them holding their guitars up high.
