When Punk came along, a trend to buck the system caused many of these players to lower the strap to the point they could barely reach the strings. Since the chords played were the simplest ones, and the volume of sound was the most important, they got away with it. The educated guitar players laughed as they saw these trends develop. These bad habits have become so common that now, many younger folks think it is how the guitar is supposed to be held. Look at the early photos of Elvis Presley holding his guitar up high (search for "Elvis posters"). Also, look at the Beatles early performance videos on songs such as "All My Loving" to see how common it is to hold the guitar up higher than most younger bands do. The Beatles Wikipedia page also has photos of them holding their guitars up high.
