For offshore where fish are super strong and fast, we used a spring scale and set the drag with the rod and reel in the position that you would be in fighting a fish. That way all the forces the rod and reel put on the line are accounted for. Drag was set to 1/4 the line test. So 40 pound line had drag set pulling the line out at 10 pounds. Maybe for fish like bass you could up that to 1/3 or maybe even 1/2 if you do not expect to encounter a monster bass.
'Inconsistency of the drag' that sure is correct.. I thought I loosened it almost dragged my rod off my hand and once thought I had tightened it it wouldn't reel back in..
