Seems like a really good way to just keep a battery from going flat. I would think even in not great weather, the power requirement to maintain a battery shouldn't be to much for a small panel like that to keep up.
If you mean the cover, mine has a clear window in the front that you can slot the charger in to. Otherwise you'll have to leave it out of the cover, in direct sunlight

It seems to flash even when I've got it indoors with the curtains open, so it does a good job of working even with limited sunlight
Never heard of this, not being watertight is a shame really but there are ways over it👍🍻

I reckon it would be ok, but a battery maintainer would definitely do a better job if you had somewhere to plug it in!
They have a diode built in that stops the charging when it's full, mine switches off most of the time in the summer if I'm not riding
