I think Congress is the most communal party . They thought they are anyway rule the country as the majority community were and will vote for them concentrated or if I say they stated appeasing the muslims votes . To consolidate muslim votes they deliberately concede ( passed ) some laws which are detrimental to the ethos of this country. Now the result is evident .
