I think the reason why GTA unlocks cars when you shoot its window is so you have an realistic feel of how actualy driving safety is like. I think the reason why the car unlocks is because the bullet has a large amout of impact on the car and maybe there was a driving safety system that rockstar games added and the car thought it got into a car crash.
