The whole one punch man goku thing is just like the whole goku superman thing. We have one side that always surpasses his limits to beat his opponents and one side that does not have a feasible limit. With this, neither side technically has a seeable limit and therefore would likely be a tie that lasts forever or untill they are bored

Since it is at least partly animated, it is, according to the Japanese language, at least partially an anime. As for the West, the deciding factor would be if the animation was first done inside of Japan or not.

A few points that weren’t raised:
Most anime is based off of manga, whereas most cartoons are not based off of any source material. Maybe anime means “animated comic”..?
Also, all cartoons are cartoons. NOT all anime is cartoon!
Cartoon is 2d animation (I think), yet some anime are 3D- animated. Cartoon is a style. So SOME anime is cartoon whereas not all, and therefore I think it’s more appropriate to base it off of culture and not how it’s animated

Some of the greatest anime weren't based on manga, like Evangelion, Gundam, Gurren Lagann, Code Geass, Madoka, etc. Also, you're forgetting VNs and LNs, which are also source material for some of the best anime. I can't really think of any anime I really love that was based on manga, with the exception of Jojo's Bizarre Adventure.
That being said, anime is just the Japanese word for cartoon, so they can be treated as synonyms. Using anime for Japanese shows only is probably more useful though.

If it's animated, which it is, it is anime and then possibly a cartoon depending on the artstyle, which, in this case, would qualify as a cartoon. In turn, since it was Made in Japan, it is not just such in Japan.
