You got it in one. Rocky _is_ a romance. Not just between Rocky and Adrian. Stallone made the right choice spending so much time on Rocky and his life outside the ring. Rocky's kindness, his life, and him trying to follow his dream but being afraid that the rest of the world was right - that he really was just a bum - is so compelling, nobody can resist loving this character.

Adrian getting in Paulie's face and yelling "I'm NOT a LOSER!" is one of my favorite moments in cinema.

Butkus was Stallone’s own real dog. He was so broke that he had to sell him to a friend who could afford to take care of him for a paltry amount to make rent or buy groceries and then when he sold the screenplay for Rocky and his life turned around he bought him back for $1-2K (I forget the exact amounts). Hence his cameo in the movie and Stallone’s obvious affection for him.

Stallone wrote the screenplay (basically the whole story/movie). He was a nobody in the industry at the time in the mid 70's. Hollywood big shots wanted to pay him something like 125,000 to buy the script from him. And use a known actor instead. He stuck to his principles telling them. So many of these films are actually deep, thoughtful films that offer way more than just action. Rambo for example is one of those films that people would often label as a macho man film about a war hero. In actuality, it is a deep film about a war veteran going through PTSD that is rejected by abused by society after returning home, and is forced to deal with it the only way he knows how - by fighting back.

One of the biggest tragedies of modern cinema is the disappearance of the sound track or score. Some of the greatest movies ever stay in pop culture because of the score; Jaws, Rocky, Raiders, Star Wars, Halloween, E.T., James Bond. The last memorable one I can think of is maybe Jurassic Park.

"You're gonna eat lightnin' and you're gonna crap thunder!"
Fun Fact: Sylvester Stallone was inspired to write the screenplay after seeing the Chuck Wepner-Muhammad Ali fight on March 24, 1975, at the Richfield Coliseum in Richfield, Ohio, near Cleveland. The details of that fight is beyond the scope of this comment, but the Creed-Balboa fight parallels that fight in many ways.
Making Lemonade Fact: In the film, the poster above the ring before Rocky fights Apollo shows Rocky wearing red shorts with a white stripe when he actually wears white shorts with a red stripe. This was an actual mistake made by the props department that they could not afford to rectify, so Sylvester Stallone came up with the idea for the scene where Rocky points out the mistake himself. The comment about Rocky's robe being too baggy came about the same way - the robe delivered to the set was far too baggy for Stallone, so rather than hope people wouldn't notice, the character himself simply points it out.
Guerrilla Filmmaking Fact: Most of the scenes of Rocky jogging through Philadelphia were shot with no permits, no equipment, and no extras. The shot where he runs past the moored boat for example, the crew were simply driving by the docks, and John G. Avildsen saw the boat, and thought it would make a good visual, so he had Sylvester Stallone simply get out of the van and run along the quays, while Avildsen himself filmed from the side door. A similar story concerns the famous shot of Rocky jogging through the food market. As he runs, the stall keepers and the people on the sidewalks can clearly be seen looking at him in bemusement. While this works in the context of the film to suggest they're looking at Rocky, in reality, they had no idea why this man was running up and down the road being filmed from a van. During this scene, the famous shot where the stall owner throws Rocky an orange was completely improvised by the stall owner, who had no idea that a movie was being filmed and that he would be in it.

Chuck Wepner was a regional heavyweight contender and possibly champ in the Northeast I'm not 100% sure about that but he was from my hometown of Bayonne New Jersey and in 1975 he got a shot at the heavyweight title against Muhammad Ali. In those days it was 15 rounds of fighting!! Chuck Wepner knocked Ali down early in the fight, but Ali recovered and the fight went into the 15th round before Wepner was knocked out!!
Sly Stallone saw that fight and it inspired him to write Rocky and loosely base the character on Chuck!! The truth is Chuck Wepner was not really like Rocky personality wise!! But God bless him he's still alive and he's doing well.

Teacher layoffs, cop layoffs, fireman layoffs, closed subway stations, garbage strikes, urban decay, high unemployment rates, overburdened social services systems, high taxes, inflated food and gas prices, oil embargoes, Vietnam Veterans living on the streets. He sold him for a few hundred bucks or something, I can't remember the exact price. It was small. When he sold the script, he went to buy the dog back, and the dude charged his something like $15K, but he bought the dog back anyway and put him in the film. Sylvester Stallone also sold the script for a lot less than it was worth under the condition that he play Rocky. The studio wanted someone else. Smart man.

The one thing that stands out about Rocky above all else, is how surprisingly decent he is.
Doesn't have the heart to break the guy's thumb on the docks.
His dignity most clearly shines through at the oddest moment: When he is offered the unbelievable shot at the title he immediately says, no.
Rocky isn't thinking about a payday they way everyone in that moment would.
He is thinking that he, a club fighter, has no business in the ring with the best fighter in the world.
He would be embarrassed, and it would hurt his dignity far more than any paycheck could cover it.
In the fight, he doesn't fight to win, but to get his own self-respect, which he never has had before.
Against impossible odds, he goes the distance.
In the process, he not only gains Adrian's love, but even more important,
    his long sought, self respect.
This film is a poem to all underdogs out in the world.
No matter your circumstance, you still matter, you still have dignity, you can improve your life, if you're willing to fight for it.
    BEAUTIFUL.
