Thanks for your interest. The diner is at the intersection of routes E75 and 27 in north-central Finland. Google the name and click on MAPS to pinpoint the location. They request not to ring the bells but, if you went, you could probably make arrangements with the nice people running the facility.
An edition of Fadul's Envyclopedia of Bells featured these Vaskikello Bells. The volume is available at www.lulu.com/shop/jose-a-fadul/faduls-encyclopedia-of-bells/hardcover/product-22070251.html
Many of the bells were cast shortly after WWII in the German Democratic Republic (Communist East Gernany). An really bad time for getting precious raw materials like copper or bronce. So these sets of bells were cast in steel.
Where in Finland is this? I would so love to see this place. I'd love to hear these bells if u are allowed to touch them, which I'm sure you're not allowed.
I was in this place few times. Now I put info about it on my website. Have one question - how many bells You have now? new.morowiec.com/pl/podroze/miejsca/finlandia/vaskikello-muzeum-dzwonow

I've seen photos where they have signs saying you may ring the bells just do it softly.
How did they get all these bells ? I can imagine that steel bells were sold to be replaced by bronze bells. But they are not all of steel.
