I’m wondering, if you brought the parts together a little less tightly, leaving a small groove between the pieces, if that would help you keep the added paper glue level with your surface?
Yes. It's possible. The paper mache paste shrinks, though, so I usually have the opposite problem. I have to fill those gaps where the paper has shrunk. 🙂 And I do that filling bit by bit and let it dry in between coats.

Talc is not safe. You should use a mask or use corn starch. I’d still use a mask.
