The reason why you can't fuse is you can't fuse in ssj only in normal like they did in the movie against janemba

U can only fuse to gogeta when goku or vegeta r in normal saiyan mode

Oh, and fusion means Goku and Vegeta have to be in base form. They've never fused when they were both Super Saiyans in the anime or movies :P
