You dont need a stablizer because your hand is already stable
What he does is keeps his finger as a distance between hole and circle that he is drawing cause he has a finger on the edge of the wood in side of the hole

for those who are lacking in money this is very useful
I Think the Idea and Learning are what matters here; sure, as some people say, it does still looks hand-held and not a lot of people have the tools, but that's not the point here, specifically if you have Creativity and the ability to Learn.
I liked the construction and I'm actually considering on doing one with laser cut and acrylic (tose services, fortunately, are cheap where I live), and now that I see how it works I can also see what I can modify to fit my preferences and what needs to keep like that.
I think it's a good demonstration video of how a time-turner.... I mean, stibilizer works 👍.
P.D.: I did reminded me of a Time-Turner.
