The thing is, most people don't know Winger as being "technically proficient" (which as far as I can tell only applies to Reb), they know them as "That band that sang about fucking a 17 year old girl".
It does NOT just apply to Reb. Kip is a classical composer and a lot of his solo stuff showcases his brilliant songwriting ability, and while not necessarily flashy, his bass playing is more than solid for rock/metal. Rod Morgenstein also played (and continues to play) in the jazz fusion band Dixie Dregs, and was voted Best progressive rock drummer by Modern Drum Magazine 5 years in a row and John Roth and Paul Taylor are highly respected in the musician's circuits as well. Yes, they did write Seventeen, which lyrics aside was a phenomenal hair metal song technically as well, but the majority of their work is great great music all round
Hercules Brofister Metallica would struggle to cover Winger songs. James would never hit Kip Winger’s high notes, Kirk can’t play this type of shit, we all know Lars sucks... The Bass players in Metallica are of higher quality but that’s literally it. I imagine Winger would have no trouble covering Metallica songs. Every member of Winger is extremely accomplished at their instrument. Kip has an enormous range and great tone (to this day), Reb is one of the best technical players ever, Rod is literally a professor in percussion... I’d laugh my ass off seeing Metallica playing Junkyard Dog or In For the Kill
Because guitarists get more money from being in a band than with a solo career. That's why stupid Slash is better known than Reb or Jason Becker for example.

I think Winger is one of the best bands from that era. I can't think of many bands more technically proficient than Winger... definitely not Metallica
