It is under our Philippine Constitution that the Congress can invite Resource Speakers in aid of the legislation. To respect the invitation of the Congress, contempt may be used as penalty. As you mentioned, if they will NOT impose penalty then no Resource Speaker will be mandated to attend the invitation of the Congress. I am very sure that Atty. If that is how you conduct hearing and resource persons are held in contempt, i guess time will come that no more RP will appear in your hearing. Also why dont you cite in contemp those that are invited as RP but did not show up. Just asking. Whew.
It is under our Philippine Constitution that the Congress can invite Resource Speakers in aid of the legislation. To respect the invitation of the Congress, contempt may be used as penalty.
As you mentioned, if they will NOT impose penalty then no Resource Speaker will be mandated to attend the invitation of the Congress.
I am very sure that Atty. Roque, being a former member of the Congress and had been in several branches of the government, knew this fact. That's why he mentioned it, "it was an honest mistake"
