Theres that health bar at the bottom of the screen that keeps depleting if you don't score points or drop the pieces into the bucket without pairing it with the same color

The game is called Irisu Syndrome. It's hard to see, but under the subtitles is the health bar which constantly drains. You need to bounce the shapes and score colour matching combos to stay alive and achieve certain scores.
From what I've gathered, Suisei is just playing it for puzzle game nostalgia and doesn't touch the story, but you would otherwise need figure out the game mechanics and secret stuff yourself. Apparently Fuwamoco then played the story as an actual Halloween game, so there's your hint.
