Ombre under eyes? Japan has something called hangover makeup and it's blush style, referred to as me no shita chiiku, looks very similar to this. It's supposed to make you look sick. It's usually accompanied by highlighter applied to the under eye to emphasize or create the illusion of a puffy under eye.

Why do people curl their lashes and put mascara on them just to put fake lashes on them
because fake lashes look better if you apply mascara on first (not sure about curling them, but i assume a similar reason)
