Throughout this tournament Carlo Biado played better pool than anyone has ever played in any major tournament in at least the past ten years. It was a masterful performance perhaps equaled only by the incomparable Effren Reyes in his prime. To play at that level requires skill and concentration that few can achieve. I don't entirely blame the ref for not having called out the foul shot by Carlo since she was more focused watching Biado taking a shot at the 7 ball. As the video showed, the ref's view on the 8 ball was entirely out of her sight as it was blocked by Biado while he was dealing with the 7 ball. In fact even Kho Ping Chong didn't have a clear sight of what happened to the 8 ball because it was being blocked by Biado's body. It's unfortunate that the ref was at the wrong place when this happened.
Taiwanese people are upset about Biado's accidental foul that wasn't noticed by Biado and the referee or even the commentators. But, I've never heard the Taiwanese criticize their players for cheating, especially when Chou intentionally sharked during Chezka's game. The fact that Biado demolished all Taiwanese PROS to reach the Finals and dominated and won the recent Taiwanese Open 2024. This is the main reason why the Taiwanese are expressing so much hate and frustration over Biado's single accidental and uncalled foul. What a sour losers.

The ball moved a whole ONE CENTIMETER. And it was 100% make-able from the previous position of this one. It was not intentional. The ball was 5 inches out from the tip of the rail. He could have made it from either place with his eyes closed.

A foul is about the cue ball and the object ball. There's a separate rule on a still ball and it doesn't necessarily mean ball in hand. The players can both agree to replace the ball to its original position or just leave it in the new position besides that 8 ball hardly moved a place, it wouldn't have changed much in the game

In snooker, it is a foul, always. In pocket billiards, some matches are "set" to "all fouls" and some are set such that an inadvertent contact with a ball is not a foul.
In intense games especially crucial ones the players are totally focused they wouldn't notice those things especially one that is out of his sights. And again, that's the fault of a referee, that's precisely why they're there

No it is not a foul because there is a referee. In any sports only the referee can call a foul. The ball was not displaced in its original place so there is no effect to the opponent.

It is a foul but I would give Carlo the benefit of the doubt here. The 8 ball barely moved. He barely brushed the 8 ball and if he's focused on making the 7 ball, chances are he won't notice it. No it is not a foul because there is a referee. In any sports only the referee can call a foul. The ball was not displaced in its original place so there is no effect to the opponent.
