No, it's the same as always. That "issue" was only on multiplayer and it's a leftover from how the player acts in singleplayer. You can't get hit more than once quickly as there's invulnerability time. The AI doesn't have this and you can shoot at them as quick as you want.
Even though the voice is kinda nerdy, it's still impressive to see that Goldeneye is capable of voice acting.
