As far as I know, Gill isn't playable in the Arcade Version but he is playable in the Home Version. In the Home Version, you can play as Gill after he has been defeated at least once by every fighter.

is gill canon-wise the weakest boss in street fighter history? he losses not only to dudley but also ibuki alex, urien, akuma killed him but he resurrected, hugo (gill became his tag team partner a condition put forth by hugo if gill lost to him) and on third strike gill gets his ass kicked by the kung fu brothers and possibly losses to urien again
