I really hope they do another Halo like Reach. And the reason that he doesn't have a suit is because the ORION project was started and ended before the creation of the MJOLNIR armor worn by Spartans 2 through 4. most of the spartans died on reach.. Only few survived. The story between Halo CE and Halo 2 is told by a book. Master Chief and Cortana return to Reach and find out that there are a few more Spartans which survived. In Halo 4, there are still about 5 Spartan II's alive, some of them joined the Spartan IV's, so we are probably gonna see more Spartans in Halo 4.

Jun isn't confirmed to be dead. The last time he was seen, he was escorting Dr. Halsey in a Pelican to CASTLE base.
