Sir my budget is around 10 to 12k and the terrain in my area is damn flat, only 1 or 2 metres up-down, and i only have to ride for fun and just for travelling 2 to 3kms. So should i prefer geared or non geared.

try to put rear gear in high speed like 7, 8 or 9 which you have and in the front derailleur keep that in lower or smaller gear .
and you can cover your cycle with a any bed sheet or any particular cover.
