I think it’s a safety feature. Leaving the zip all the way up acts like a lock against pick pocketers. Leaving it zipped a bit lower allows free movement.

Can't believe they didn't fit the issue of the main zip getting snagged between the other two zips! And why would they make the main zipper shorter?
