So, when you give to a brother, you give focused energy and knowledge, which is accepted and reflected back. As in heaven.
The stranger accepts the world as it is and simply takes what he can to survive.
If Isreal gives to a stranger, energy to think about true knowledge is given over but is unlikely to be reflected. So interest can be collected.
If someone with rich knowledge gives all he has, he is made poor by others taking and not creating a feed back loop, which flows energy and thought.
This is delivering the message of God and that knowledge taking back the Earth, which Adam and Eve stole.
