- Remarks by António Guterres, Secretary-General of the United Nations, at the Opening of the UN Food Systems Summit +2 Stocktaking Moment (UNFSS+2).
The UN Food Systems Summit+2 Stocktaking Moment (UNFSS+2) kicked off on Monday July 24th at the Food and Agriculture Organization of the United Nations (FAO) headquarters in Rome with a high-level opening ceremony attended by over 20 heads of State and Government, and a strong call for accelerating action to transform global agrifood systems.
The three-day high-level event is convened by the United Nations Secretariat and hosted by Italy, in collaboration with the Rome-based UN Agencies (FAO, IFAD, WFP), with the objective of taking stock of the progress achieved since the first UN Food Systems Summit in 2021. The opening ceremony was led by the UN Secretary-General, António Guterres, and the Prime Minister of Italy, Giorgia Meloni.
The UN Secretary-General António Guterres, as the convenor of the event, delivered the keynote speech underscoring the dire global food security situation.

“Global food systems are broken, and billions of people are paying the price. More than 780 million people are going hungry while nearly one-third of all food produced is lost or wasted. More than three billion cannot afford healthy diets.”
The Secretary-General of the UN urged the Russian Federation to return to the implementation of the Black Sea Initiative.

“The Russian Federation and Ukraine are both essential to global food security. They have historically accounted for roughly 30 per cent of global wheat and barley exports, a fifth of all maize, and more than half of all sunflower oil. For my part, I remain committed to facilitating the unimpeded access to global markets for food products and fertilizers from both Ukraine and the Russian Federation, and to deliver the food security that every person deserves. I call on the Russian Federation to return to the implementation of the Black Sea Initiative, in line with my latest proposal. I urge the global community to stand united for effective solutions in this essential effort.”
The UN chief asked for a massive investment in sustainable, equitable, healthy and resilient food systems; for government and businesses to work together to build systems that put people over profit, and explore new ways to lower the cost and increase the availability of healthy food for all, and to reduce food systems carbon footprint to help end the senseless war on our planet and limit global warming to 1.5 degrees Celsius.

“Let’s keep holding each other to account, and learning from one another. Let’s transform food systems for the future, and ensure that every person, in every community and country, has access to the safe and nutritious food they need and deserve. Let’s not forget, for that developing countries to be able achieve these goals it is absolutely essential to massively scale up debt relief and guarantee long-term investments for those countries to be able to overcome the asphixy there are currently facing.”
What is UNFSS+2's goal:
The UNFSS+2 brings countries together to review commitments made during the 2021 UN Food Systems Summit, fostering progress and identifying priorities for food systems transformation. The event, hosted by Italy in collaboration with Rome-based UN Agencies, emphasizes the role of sustainable food systems in achieving critical SDGs. The UNFSS+2 will take place in Rome from 24 - 26 July 2023.

وأكد السيد بيدرسون على ضرورة التحلي بالإرادة السياسية للتغلب على القضايا التي حالت حتى الآن دون إعادة انعقاد اللجنة الدستورية، على الرغم من كونها نقطة إجماع واضحة بين العديد من الفاعلين الرئيسيين.
وأضاف: "على رغم أن جميع القضايا ليست في أيدي السوريين وحدهم، فإن إحدى القضايا التي يمكن ويجب أن تكون في أيديهم هي الدستور المستقبلي لبلادهم".
وفيما أقر بأن التقدم الذي تم إحرازه خلال دورات اللجنة الدستورية الماضية كان بطيئا للغاية، إلا أنه أعرب عن قناعته بأنه من الأفضل لكل الشعب السوري أن تستأنف هذه العملية وأن تتعمق كي يتم بناء بعض الثقة تدريجياً.

وفي كلمته أمام مجلس الأمن، اليوم الاثنين، أعرب السيد بيدرسون عن أمله في أن يتغير هذا الوضع قريباً وإلا ستكون "فرصة أخرى ضائعة للمساعدة على الوصول الصراع السوري إلى نهاية تفاوضية، في وقت تتعمق فيه آثار الأزمة".
وشدد المبعوث الخاص على ضرورة استئناف العملية السياسية بين الأطراف السورية، بتيسير أممي، ولا سيما من خلال إعادة انعقاد اللجنة الدستورية. وسلط الضوء على أهمية بناء الثقة بين جميع الأطراف الرئيسية، من خلال اتخاذ خطوات متبادلة بطريقة يمكن التحقق منها.
وفي هذا الصدد، قال إن معالجة الوضع الإنساني المتردي والمتفاقم ليس ضرورة إنسانية فحسب، بل ستساهم أيضا في بناء قدرا من الطمأنينة بأن إحراز تقدم في القضايا السياسية أمر ممكن أيضا.

قال مسؤول مكتب الأمم المتحدة لتنسيق الشؤون الإنسانية إن الظروف الاجتماعية والاقتصادية مستمرة في التدهور في جميع أنحاء البلاد، حيث ارتفعت أسعار السلع الغذائية الأساسية بأكثر من 90 في المائة هذا العام، مما جعل المواد الغذائية الأساسية والضروريات الأخرى بعيدة عن متناول ملايين الأسر.
وقد سجلت العملة الوطنية تدنيا قياسيا هذا الشهر، حيث تجاوز المعدل غير الرسمي، لأول مرة، عتبة 12 ألف ليرة سورية مقابل الدولار الأمريكي. وقال السيد راجاسينجهام إن حوالي 12 مليون شخص - أي أكثر من 50 في المائة من السكان - يعانون حالياً من انعدام الأمن الغذائي وإن 2.9 مليون آخرين معرضون لخطر الانزلاق إلى الجوع.
وأكد أن خطة الاستجابة الإنسانية لسوريا ممولة لعام 2023 بنسبة 13.3 في المائة فقط، مما يعني أن المنظمة ستضطر إلى "اتخاذ خيارات صعبة مجددا هذا العام" لتقليص خدماتها ومساعداتها.

قال السيد بيدرسون إن الظروف الحالية في سوريا لا تساعد على عودة اللاجئين بشكل آمن وكريم وطوعي، مطالباً الحكومة السورية ببذل المزيد من الجهد لمعالجة المخاوف المستمرة المتعلقة بالحماية.
وقال المبعوث الخاص إن المدنيين في سوريا لا يزالون يتعرضون للاحتجاز التعسفي والتعذيب والإخفاء القسري، فضلاً عن تعرضهم للوفاة والإصابة بسبب الاشتباكات العنيفة. بالإضافة إلى ذلك، ذكر بيدرسون أن سوريا لا تزال مقسمة جغرافيا، ولا يزال المجتمع السوري منقسما حول قضايا عديدة مع وجود خمسة جيوش أجنبية على الأراضي السورية، وأعرب عن قلقه من تصاعد التوترات بين هذه الجيوش خلال الشهر الماضي.

وقال إن الأمم المتحدة وشركاءها على استعداد لمواصلة تقديم المساعدات الإنسانية المنقذة للحياة عبر الحدود، من خلال معبر باب الهوى، مشيرا إلى رسالة الحكومة السورية التي تمنح الأمم المتحدة الإذن باستخدام المعبر. وأخبر أعضاء المجلس بأن المنظمة تواصل الانخراط مع السلطات بناء على الشروط الموضحة في تلك الرسالة والأساليب القائمة على المبادئ بالنسبة لعملياتنا. وقال السيد راجاسينجهام إن الأمم المتحدة ووكالاتها مستمرون في الوصول إلى شمال غرب سوريا عبر معبري باب السلام والراعي الحدوديين، وأعرب عن أمله في تمديد موافقة الحكومة السورية لاستخدام المعبرين قبل انتهاء صلاحيتها في 13 أب /أغسطس.

من جانبه، قال السفير السوري بسام صباغ إن بلاده لا تضع شروطا على استخدام الأمم المتحدة ووكالاتها لمعبر باب الهوى وهي منفتحة للانخراط مع المنظمة الدولية بشكل ثنائي لإنجاح الاستجابة الإنسانية، على حد تعبيره. وقال إن تكامل العمل عبر المعابر الحدودية الثلاثة التي منحت الحكومة الإذن باستخدامها والمعابر عبر خطوط الصراع التي وفرتها "كفيل بتحقيق وصول إنساني كاف يلبي الاحتياجات الإنسانية بالشكل المطلوب، لكنه يستلزم ممارسة أقصى درجات الضغط على التنظيمات الإرهابية في شمال غرب سوريا ومشغليها للسماح بالوصول الإنساني، إلى جانب توفير التمويل اللازم لهذه العمليات الإنسانية، والتي يضمن لها بالقدرة على التنبؤ".
وطالب السفير السوري بإنهاء التواجد اللاشرعي للقوات الأجنبية على أراضي بلاده، "وفي مقدمتها القوات الأمريكية"، ووقف التدخل في شؤونها الداخلية، ووقف الدعم للتنظيمات الإرهابية، "والكف عن نهب ثرواتها ومقدراتها الوطنية"، على حد تعبيره. كما طالب بالرفع الكامل والفوري وغير المشروط للتدابير القسرية الأحادية التي تفرضها الولايات المتحدة "على الشعب السوري، والتي تشكل جميعها انتهاكا واضحا وصريحا لميثاق الأمم المتحدة وقرارات مجلس الأمن ذات الصلة بالشأن السوري".
