Negan was wrong because nothing justifies for what he did especially with that sinister laugh while killing Glenn and Abraham , He was a Dictator and Ruthless nothing more , idk why Rick spared his life , just my opinion
Yes He was a Dictator,but He says : People can Change and Things too.Rick let him live precisely because he lost Carl. That's what I think and Negan wants Carl.
