Hi Lee, I've had good luck using a drill and an auger bit to eliminate most of the material and then used an axe to chew down what was left to get it below ground level.
That’s a good idea. It’s pretty much flush with the ground. I don’t think it’s gonna be an issue but if I need to knock a little bit more off, I would definitely do that.
