Not gonna happen. The Philippine Navy is allergic to gas turbines which power these Japanese missile boats. Same reason the PN did not acquire the retired Oliver H. Perry-class frigates of the US Navy. So unless there's more funding for the operational costs of CODAG ships, the PN will likely decline the offer like they did the USN frigates.

Korea's yoon youngha class or HDC 500 corvette is much better. has more fire power, expectedly more affordable and readily available for export.
in perspective a jose rizal class frigate costs around $180-200 million per ship when fully armed, an HDC 500 corvette (patrol vessel) is well around $50-60 million each only, and thats already complete with armaments.
its ideal to procure 30-40 units which in estimation will be worth about $1.5-2 billion. big money yes, but is really too big if it is for the preservation of Philippine sovereignty? no.
better yet, negotiate with HHI if its possible to remodel the HDC 500 to add a anti submarine variant, then have 1/3 of the units under procurement as the remodeled variant.
or if HHI can provide a model with both anti sub and anti surface capabilities, it would simply be the perfect ship for the Philippines.

Puro donation. Stop asking for donation. Build the navy’s capability by investing in technology and assets by procuring, funding projects. Get rid of politicians who don’t support modernization and those who are corruption oriented public servants and private contractors.

Donations are stop-gap measures. Pag-nagpagawa ka ng brand new, it will take years to complete, from acquisition to delivery. Donations or buying used are quicker for faster build-up capability. It should also be done in tandem with new acquisitions.
