What if I have a 12 inch difference from waist to hips??

I have about 11” difference between my hips and waist and am working on my first skirt. I’m using ribbed slip stitch for the waistband since it expands more (making sure it just barely fits over my hips when really stretched) and know that I might still need to add a tie waistband or crochet in elastic thread waistband inside if I need a tighter fit depending on whether I’m wearing it at low waist or higher up.
