Deepak - you have hit them by the Nail and believe me that's the right way to do it. The Engineers are taught Planning, CPM, Pert Methodologies. Yet they are so lethargic or rather apathy that they prefer to use mind game then putting it on Paper.
That's why when the Contract is awarded to a Contractors they have to submit the Pert Chart with important milestone and penalised if they don't comply the dates to the submitted Chart.
